Counted signals, not a hunch.
A crossover page shows who already tried the pair, what each parent does, and a demand check before the build plan.

A judgment step has to agree when the parents are checked in both orders.
An approved guide stays out of the index while its score is under the index line, or while the page is thin.

- 1. The score runs to 100. Evidence is 3 for each fetched fact, capped at 25. Mechanism fit is 5 for each counted mechanism, capped at 20. Demand is 4 for each counted signal, capped at 20. Openness starts at 20 and loses 5 for each verified direct match, and it stops at 0. Build ease starts at 15 and loses 5 for each sourced hard requirement, and it stops at 0, and only when that review is recorded. A page under 50, and any thin page, is left out of the index. Weights are this site's rule, recorded in the project specification on 19 Oct 2026. A judgment step has to agree when the two parents are checked in both orders.
